The Department of Defense provides the military forces needed to deter war and protect the security of the United States through five major areas: peacekeeping and war-fighting efforts, Homeland Security, evacuation and humanitarian causes.

Uses and Use Restrictions
Corps of Engineers designs and constructs the project.
Each project selected must be engineering feasible, complete within itself and economically justified.
Nonfederal interests are responsible for all project costs in excess of the Federal limit of $1,000,000.
Nonfederal sponsor must share in project costs, including cash and lands, easements, rights-of-way; utility relocations; hold and save the United States free from damages; and, maintain the project at local cost after completion.

Preapplication Coordination
State or local government officials should consult the nearest District Engineer regarding specific problems and the possibility of remedial action under this program.
An environmental assessment is required.
This program is eligible for coverage under E.O.
12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedures
Formal letter to the District Engineer from a prospective sponsoring agency indicating clear intent to provide all required local participation.
Award Procedures
The Division Engineer approves an individual project upon the basis of an investigation and report by the District Engineer who investigates and processes all applications. Advertisement and award at construction is subject to availability of funds from the Chief of Engineers.
