BJA FY 14 National Training and Technical Assistance: Capital Case Litigation

The purpose of the Capital Case Litigation Initiative (CCLI) (supported by and funded through 42 U.S.C.

§14163 et seq.) is to assist states with:
(1) improving the quality of legal representation provided to indigent defendants in state capital cases, and (2) enhancing the ability of prosecutors

to effectively represent the public in state capital cases.

Pursuant to the authorizing statute, 42 U.S.C.

§ 14163e(b), CCLI funding must be allocated equally between the defense and prosecution.

This FY 2014 grant announcement specifically focuses on purpose (1) above:
improving the quality of legal representation provided to indigent defendants in state capital cases.

Purpose (2), enhancing the ability of prosecutors to effectively represent the public in state capital cases, is being funded separately and is not covered in this grant announcement.

Additional Information of Eligibility:
Eligible applicants are limited to public or nonprofit organizations, for-profit entities that agree to forego any profit or management fees, and institutions of higher education that have experience and expertise in defending, and providing training on, death penalty cases.

Applicants must also have experience in delivering training and technical assistance nationwide.

BJA welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients.

The applicant must be the entity with primary responsibility for conducting and leading the program.
