Goals of the statute include the preservation and creation of jobs and promotion of an economic recovery, as well as the investment in transportation, environmental protection, and other infrastructure providing long-term economic benefits.The ARRA, Tribal Transit program purpose is to provide funding to federally recognized Indian Tribes for public transportation capital projects for use in public transportation.

Under ARRA, $17 million is available for discretionary award.
