2020 State Health Insurance Assistance Program (SHIP) Base Grant

The Administration for Community Living (ACL) is pleased to release the 2020 State Health Insurance Assistance Program (SHIP) Base Grant Funding Opportunity Announcement.

Congress created the SHIP in 1990 to provide education and assistance to Medicare-eligible individuals, their families, and


caregivers to assist in making informed health insurance decisions.

There are currently 54 active SHIP grants; one in every state, the District of Columbia, Puerto Rico, Guam, and the U. S. Virgin Islands.

The funds awarded through this application are for a five year project period running April 1, 2020 through March 31, 202 5. Eligible applicants include State Offices of Insurance, the State Medicaid Offices, or the State Departments on Aging as designated by the state or territory, who demonstrate their ability and commitment to providing SHIP services statewide.

All awards will be subject to the availability of federal funds and have a project period of up to five years.

One SHIP grant will be awarded to cover each state, the District of Columbia, Puerto Rico, Guam and the U. S. Virgin Islands.

Additional Information of Eligibility:
Eligible applicants include state units on aging (SUA), state departments of insurance (DOI), or the state Medicaid agency, as directed by the Governor.

Foreign entities are not eligible to compete for, or receive, awards made under this announcement.
