117-58, November 15, 2021) authorizes the Secretary of Transportation to make grants to eligible non-profit institutions of higher education to establish and operate University Transportation Centers (UTCs or Centers).

Non-profit


institutions of higher education may include qualifying two-year institutions (20 U.S.C.

§ 1001(a)).

The Office of the Assistant Secretary for Research and Technology (OST-R) of the U. S. Department of Transportation (US DOT or DOT) will manage the UTC Program.Through this Notice of Funding Opportunity, the US DOT seeks competitive grant applications for National UTCs, Regional UTCs, and Tier 1 UTCs as set forth in the IIJA (detailed descriptions of the three types of UTCs are provided in the Notice of Funding Opportunity).

A UTC and its consortium members must be established and located physically in the United States or its territories or on Tribal lands.

It must be a consortium of two or more universities.

Each Center is required to obtain matching funds from non-Federal sources.

National and Regional UTCs must obtain matching funds in an amount equal to the US DOT grant amount.

The match for Tier 1 UTCs is 50 percent of the US DOT grant amount.US DOT asks applicants to submit a Letter of Intent, as described in the Notice of Funding Opportunity, by July 1, 202 2.

NOTICE OF INTENT TO MAKE A SINGLE-SOURCE AWARD.

In accordance with Department of Interior Guidance (505 DM 2), U. S. Fish and Wildlife Service Region 2 hereby provides notice of its intent to make a single-source award in the estimated amount of $285,000 to the American Bird Conservancy under a cooperative agreement for providing the personnel and associated office space/support necessary to coordinate, support, and facilitate the activities of the Rio Grande Joint Venture.

The objective of the cooperative agreement with the American Bird Conservancy, a federally-recognized non-profit corporation, is to support core staff and base program activities of the Rio Grande Joint Venture partnership.

A cooperative agreement has been chosen as the award instrument because there is substantial Federal involvement in the project (i.e., the U. S. Fish and Wildlife Service is a member of the Rio Grande Joint Venture Management Board which participates in directing and managing this project, including the approval of any modifications).

Competition would have a significant adverse effect on the continuity of the effectiveness of operations of the migratory bird habitat conservation partnership, especially activities under various elements that are essential to the management and conservation of birds and their habitat (e.g., Biological Planning; Conservation Delivery; Research; and Communication and Outreach).

The single-source determination is in accordance with criterion #2 (Continuation) under Department of Interior guidance (505 DM 2 at 2.14 B).
