The award is Single Source because the target group consists of employees of the Mexican Government agency in charge of managing protected areas in Mexico (CONANP).

As such, CONANP is the only government agency in Mexico with the unique mandate, jurisdiction, organizational structure, and implementing


and compliance mechanisms to ensure that the goals and objectives of this project are met.

This training program is established as a job requirement by CONANP, and incorporated as such in the protocols of their Office of Human Resources.

Given the official, governmental nature of this training, and the implications of compliance on personnel actions, CONANP is in a unique position to develop and implement this project successfully.

In addition, INE and FMCN have extensive experience in developing, implementing, and evaluating specialized training for natural resources managers in Mexico, unique to government personnel.
