BIOENERGY PROGRAM FOR ADVANCED BIOFUELS

The purpose of this subpart is to support and ensure an expanding production of advanced biofuels by providing payments to eligible advanced biofuel producers.

Fiscal Year 2009: 141 payments. Fiscal Year 2010: Approximately 250. Fiscal Year 2011: Approximately 300.

Uses and Use Restrictions

The purpose of this program is to support and ensure an expanding production of Advanced Biofuels by providing payments to Eligible Advanced Biofuel Producers and promote sustainable economic development in rural America, but is an important part of achieving increased biofuel production and use by providing economic incentives for the production of advanced biofuels.

Producers must produce advance biofuel from other than corn keanel starch.

The Statute allows $25 million of Discretionary Funds.

Eligibility Requirements

Applicant Eligibility

Advance Biofuel Producer.

An individual, corporation, company, foundation, asociation, labor company, group of organizations, or non-profit entity that blends or otherwise combines advanced biofuels into a blended biofuel is not considered an advanced biofuel producer under this Program.

Beneficiary Eligibility

The biofuel must meet the definition of advanced biofuel, be a solid, liquid, or gaseous advanced biofuel, be a final product; and if the biofuel is used on-site, there must be an Agency-approved system to verify the quantity of biofuel used on-site.

Award Procedures

1. Application for participation in the program.
2. Sign a contract with the Agency.
3. Submit a quarterly request for payment under the program with documentation of
production.
4. Convert production to BTU values,
5. Award funding based on requests received and production for each producer.
