Grant money will be used for non-commercial award recipients to share information on their successful performance and quality strategies with other U. S. organizations.

Principal mechanisms to share information are attendance at the Quest for Excellence Conference, regional conferences, and hosting and speaking at different conferences, workshops/meetings.

Proposals with statements of work and detailed budgets. Costs will be determined in accordance with applicable federal cost principles. Grants are limited to recipients of the Baldrige National Quality Award. OMB Circular No. A-87 applies to this program.

Assistance Considerations

Formula and Matching Requirements

Statutory Formula: Chapter 15, Part 14.
Matching Requirements: Percent: 25.%. The applicant must match with a cost share 25% of the grant award.
MOE requirements are not applicable to this program.

Length and Time Phasing of Assistance

Usually one to three years in length. See the following for information on how assistance is awarded/released: Dependent on when appropriation is received dictates when authorization is dispersed either in lump sum or quarterly.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Audits of all recipients shall be conducted in accordance with Government Auditing Standards issued by the Comptroller General of the United States (the Yellow Book). Recipients covered under OmB Circular No. A-133, Audits of States, Local Governments, and Nonprofit Organizations, should have an audit performed in accordance with the requirements of the OMB Circular.

Records

Pursuant to 15CFR 14.53(b)(2), all financial and programmatic records are required to remain available to the federal government for 3 years after final disposition.
