Uses and Use Restrictions
Collaboration and participation with State officials to enable FVAP to provide electronic absentee voting systems for a statistically relevant number of military voters so that they may cast votes for Federal elections.
Research and inform State officials of electronic systems to support military and overseas voters including an electronic voter registration and absentee ballot delivery systems for Federal elections.
Research online absentee balloting delivery/information portals and execute research programs and initiatives required by FVAP.

Applicant Eligibility
For FVAP to validate and promote policies derived from its research, technology demonstrations, and other programs, it requires a coordinating agent that works closely with FVAP and the States.
The recipient must be best-shaped to serve the States and enhance their ability to comply with Federal voter registration and absentee voting laws.
Beneficiary Eligibility
Organization membership must potentially include every elected and appointed State and territorial official in the United States that researches and disseminates comprehensive approaches to provide consistent State and local government policies and practices to facilitate voting in elections and thus serve as a clearing house of FVAP research, policies and procedures.

When an eligible entity applies for a grant or cooperative agreement, the recipient must work closely with a Defense Human Resource Activity (DHRA) Grants Officer throughout the process.
Award Procedures
The award process for sole source or competitive agreements requires FVAP and the DHRA Grants Officer to evaluate the sole source application to ensure that it meets the requirements set forth in Defense Grant and Agreement Regulatory System (DGARS). The funding and final award steps remain the same as a competitive action.

The recipient shall immediately notify the grants officer of developments that have a significant impact on the award-supported activities.
Also, notification shall be given in the case of problems, delays, or adverse conditions which materially impair the ability to meet the objectives of the award.
This notification shall include a statement of the action taken or contemplated, and any assistance needed to resolve the situation.
FVAP representatives will make site visits, as needed.
Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
