Uses and Use Restrictions

Recommend, manage, consult, and support; development, negotiation, and pilot execution of; partnerships between DoD/ NDEP/DOTC-STEM and various education outreach organizations, professional societies, and local education groups.

Provide management and logistics support to convene: a series of regional and national community dialogs, professional development and planning workshops, and conferences on DoD/ NDEP/DOTC-STEM education and community outreach issues.

Develop concepts and tests on applying distance learning to DoD/ NDEP/DOTC-STEM outreach.

Provide training, marketing and outreach videos.
5.
Provide programmatic support to the DOD DOTC-STEM office for student learning modules (SLM) and pre-engineering partnership (PEP) activities and their development, selection, modification, field-testing and other DoD/ NDEP/DOTC-STEM activities.

Support the alignment of Materials World Modules (MWM) and other DoD/ NDEP/DOTC-STEM educational outreach activities.

Informing K-12 students of the possibility of a career in the STEM fields so as to insure that a viable workforce will be available from which DoD can recruit future scientists and engineers.

All financial reports and performance (technical) reports shall be submitted to the DOTC Grants Officer and to the DOTC-STEM Director.

All reports will be submitted on a quarterly schedule and must be submitted no later than 30 days following the end of each quarter from the start date of the award.
The comprehensive final report is due 90 days after the award expiration.

Records
Recipients are required to maintain records adequate to document costs incurred. The retention period starts from the date of the submission of the final expenditure report or, for grants that are renewed annually, from the date of the submission of the annual financial status report. The recipient will allow access to any pertinent books, documents, papers, and records of the recipient organization and their subrecipients to make audits, examinations, excerpts and transcripts.

Criteria for Selecting Proposals
The DOTC-STEM Program Manager may review the ranking of the proposals and recommendations of the technical review panel. The reviewers independent ratings will be reconciled into a single rating for source selection purposes and a consensus will be drawn. Recommendations will be made to the Selecting Official whereby; the technical factor is approximately equal in ranking to that of the past performance factor. And both the technical and past performance factors rankings are significantly more important than cost. The average rank order from the review panel will be the primary consideration for the Selection Official in deciding which of the new proposals will be recommended for funding to the Grants Officer on a best value basis. However, the Selecting Official will select proposals after considering the technical reviews and recommendations of the DOTC-STEM Program Manager.
