2113) to enter into grant agreements on a sole-source basis with the Henry M.

Jackson Foundation to carry out cooperative enterprises in medical research, medical consultation and medical education.

Award Procedures

- PI directs funding info to USU Finance (FMG) who will initiate the USU award process
- FMG records & prepares funding acceptance documents and forwards to Sponsored Prog.
- USU Grants Office (GRT) reviews document and returns to FMG to complete acceptance
- GRT issues a notice letter to inform PI and awardee that funds have arrived
- Awardee sends official request for funds to GRT who prepares draft award for USU review
- GRT coordinates the internal review process (scientific, legal, and program analysis) of awardee"s official application. GRT obligates funds and sends fully executed award to awardee and PI.

Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Getting Out and Staying Out, co-founded by Tony Smith of the VSA Consulting Group, works to reduce recidivism rate among men at Rikers Island, New York City. The recidivism rate significantly dropped from 60-plus percent to under 20 percent, with more than a thousand men over a span of  eight years.
