Provide financial support for activities to benefit federally listed endangered and threatened species to compensate for impacts to species resulting from the operation and maintenance of the Central Valley Project, including helping to meet the requirements of State Water Resources Control Board Decision

Program Accomplishments

Fiscal Year 2012: 21 proposals received for a total request of $6,607,863. 5 assistance awards were given to acquire 1,615 acres of habitat for endangered species, restore 198 acres of riparian woodland, and conduct research and captive propagation for three endangered plant species. Fiscal Year 2013: 22 proposals were received for a total request of $7,389,190. It is estimated that 7 assistance awards will be given to acquire 2,000 acres of habitat for endangered species, restore habitat for endangered species, and conduct research on three endangered species. Fiscal Year 2014: It is estimated that 7 assistance awards will be given to acquire 3,000 acres of habitat for endangered species, and conduct research on three endangered species.

Uses and Use Restrictions

Funds may be used for land acquisition, habitat restoration, research, and captive propagation of listed species.

Funds must be applied to projects located within a specified geographic area centered on the Central Valley of California.

Cannot fund activities required as regulatory mitigation.

Projects must directly benefit at least one federally listed species.

Projects may generally be renewed on an annual basis, not to exceed a total of 5 years. If renewals or extensions are applicable to the project, this information will be included in the funding opportunity announcement. When renewals or extensions are applicable, continuation of funding for these activities is at the discretion of Congress and will be subject
to availability of appropriated funds.

Reports

Unless otherwise stated in the agreement document, recipients shall submit an annual and final Program Performance Report.

Other specific reports that maybe applicable to the agreement are property inventories, and patent and invention disclosures.

Cash reports are not applicable.

Progress reports are not applicable.

An annual and final SF-425, Federal Financial Report is required.

Performance monitoring is not applicable.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records

State, local and Indian Tribal governments shall maintain project records in accordance with 43 CFR 12.82. All other recipients shall maintain project records in accordance to 43 CFR 12.953.
