Uses and Use Restrictions
Assistance is provided to fund projects that improve habitat or any related activity necessary to accomplish this goal.
Funds maybe used for habitat assessments, protection and restoration of public and private land that include alternative/renewable energy efficient projects.
Funds may also be used to encourage public usage of providing access, education, providing fish passage and stocking of fish from National or State Fish Hatcheries, and advising on wildlife management techniques.
Working with interns on habitat restoration projects is acceptable.

Award Procedures
The Regional Director of the Fish and Wildlife Service or the designee will approve or disapprove proposed projects. Regional Offices are responsible for notification of grant approval to the grantee by return of a completed agreement.

Formula and Matching Requirements
Statutory formulas are not applicable to this program. No matching is required, however, matching funds are encouraged to allow for additional restoration. This program does not have MOE requirements.
Length and Time Phasing of Assistance
The Recovery Act places restrictions on the time permitted to spend the money awarded. The Regional Office Contact Person can further explain the restrictions placed upon the time period to fully spend the money awarded under the project. In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Applicants agree to give the sponsoring agency, the Comptroller General or other authorized agency access to and the right to examine records related to the award. Records
Cost records must be maintained separately for each awarded cooperative agreement. Records, accounts and supporting documents must be retained for 3 years after submission of final financial and performance reports. If questions, such as those raised as the results of audits, remain following the 3-year period, recipients must retain records until all matters are resolved.
