Fiscal Year 2008: High resolution elevation data collection and orthoimagery collection for FY 08 and FY 09 has been accomplished with non-ARRA funds and without the use of assistance funds. Fiscal Year 2009: No Current Data Available Fiscal Year 2010: No Current Data Available

Uses and Use Restrictions

Applications must be for data collection and research projects which are consistent with the objectives of the National Geospatial Program"s orthoimagery and elevation activities.

The majority of funds are used to support new data collections, existing, long-term collaborative projects that will enhance the datasets and research using those data.

Specific objectives are identified in the program announcement.

Applications for projects not covered by one of the objectives are not solicited.

Notwithstanding the provision OMB Circular A-110, Subpart C, _.25(e)(1), discussions regarding funding availability and program interest are strongly encouraged, as limited funding is available for new projects.

Contracting officers are the individuals who have been delegated in writing by the USGS Office of Acquisition and Grants as the sole authority designated to obligate Federal funds and create terms and conditions of awards.

They are the only individuals who have authority to negotiate, enter into, and administer awards resulting for this program.

Application Procedures

OMB Circular No. A-102 applies to this program. OMB Circular No. A-110 applies to this program. This program is subject to the Department of the Interior regulations at 43 CFR Part 12, Subparts C and D, or any subsequent revisions. The application requirements as contained in the Grants.gov announcement packages and the above regulations must be used for this program. Formula and Matching Requirements

This program has no statutory formula. Matching Percent: 50.%. This program has no statutory requirement for matching funds. However, proposals with 50 percent or greater matching funds will receive the highest consideration in order to maximize benefits from these assistance funds. MOE requirements are not applicable to this program.

Length and Time Phasing of Assistance

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Applicants agree to give the sponsoring agency, the Comptroller General or other authorized audit agency access to and the right to examine records related to the award. Awards to educational institutions and nonprofit organizations are subject to the audit requirements of OMB Circular No. A-110, or superseding regulations. In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations", nonfederal entities that receive financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Criteria for Selecting Proposals

Panels of expert geographers, cartographers, physical scientists and geodesists within the Geological Survey will review and evaluate all applications consistent with authorized USGS program purposes. Criteria for judging applications will include scientific excellence and relevance to the mission of the National Geospatial Program of the Geological Survey. Other factors include geographic location and areal extent, value to potential partners, technical qualifications of the recipients, amount of matching funds, and adherence to goals of the ARRA such as number of jobs created or retained. Applications will be funded only to the extent permitted by available funds.
