Uses and Use Restrictions
- Funding and/or assistance is managed by an agency, nonprofit or other organized party identified in the public law that created the National Heritage Area
- Funding is to accomplish intended purpose specified within each individual National Heritage Area"s public law
- Federal funding and its match must meet all federal requirements as defined in OMB circulars and enabling legislation combined
- Funding applies to interpretation and education, recreation, preservation and conservation and economic development of the region applied specifically to the nationally important story for which they were established.

Credentials/Documentation
Applicants are required to register with www.ccr.gov and obtain a DUNS number. Designated management entities must submit an annual work plan. OMB Circular No. A-87 applies to this program.

Application Procedures
OMB Circular No. A-102 applies to this program. OMB Circular No. A-110 applies to this program. Eligible applicants submit the SF424, SF424A, SF424B and a management entity work plan (if appropriate) to the responsible regional office. The work plan includes a title, geographic area(s) of requested assistance, objectives, match commitments, priority and budget proposal for each individual project. Special application procedures will be posted at grants.gov.
Award Procedures
Upon receipt of timely submissions, applications will be reviewed by the NPS and may be circulated for others to review to assure compliance requirements are met and actions fit the legislative requirements. Notification of Awards will be provided to applicants by issuance of Cooperative Agreement, modification or Grant Agreement by the Assistance Officer.

Formula and Matching Requirements
This program has no statutory formula.
Matching Requirements: Percent: 50.%. The organization must be able to provide a 50% cash match for their appropriated finds in accordance with the legislation.
This program does not have MOE requirements.

In accordance with the individual award documents. Method of awarding/releasing assistance: lump sum.

All progrects and activities are monitored for progress and compliance with agreed upon scope of work.
Specific projects or activities for which funds are advanced shall be tracked and reported by submittal of, Standard Form 270, Request for Advance or Reimbursement; SF425 Financial Status Report as outlined in 2 CFR 215.52.
Additionally, all organizations will be required to submit a yearly narrative summary of accomplishmnets report to to the National Park Service Agreements Officer and to the Cognizant Regional Heritage Area Coordinator.
Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records
Recipients will maintain records in accordance with the provisions of 43 CFR Part 12, Subpart C, "Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments" and 43 CFR Part 12 Subpart F, "Uniform Administrative Requirements for Grants and Agreements With Institutions of Higher Education, Hospitals, and Other Nonprofit Organizations. The Cooperator must maintain a complete detailed accounting system to report expenditures of Cooperative Agreement or Grant Agreement funds and accomplishments achieved under the award. Records, accounts and supporting documents must be retained for 3 years after submissions for final request for reimbursement.
