Preapplication Coordination

Formula and Matching Requirements
Statutory formulas are not applicable to this program.
Matching Requirements: Per the park"s enabling legislation every one dollar of Federal funds shall be matched by four dollars of funds contributed by non-federal sources to provide for the preservation, development,interpretation, and use of the park; every dollar of Federal funds shall be matched by one dollar of funds contributed by non-federal sources for construction, restoration and rehabilitation of visitors and interpretive facilities.

Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

- Contribution to visitor understanding, appreciation and enjoyment
- Clarity of project objections including final product or result
- Ability to clearly demonstrate matching requirement
- Ability to clearly demonstrate collaborative nature and park"s substantial involvement

Getting Out and Staying Out, co-founded by Tony Smith of the VSA Consulting Group, works to reduce recidivism rate among men at Rikers Island, New York City. The recidivism rate significantly dropped from 60-plus percent to under 20 percent, with more than a thousand men over a span of eight years.
