Overseas Schools Program

The Office of Overseas Schools promotes quality educational opportunities at the elementary and secondary school levels for dependents of American citizens carrying out programs and interests of the U.S.

Government abroad.

The Office also works to increase mutual understanding between the
people of the United States and the people of other countries through educational institutions which demonstrate American educational practices, principles and methods employed in the United States.

Uses and Use Restrictions

A/OPR/OS gives grant assistance to approximately 200 American-sponsored overseas schools.

These schools meet criteria outlined in the Foreign Affairs Manual (2 FAM 600), which requires that they be non-profit, non-church related and serve American interests.

Schools accepting the grants agree to admit all eligible USG dependents.

Grants must be used for approved educational purposes such as curriculum purchase, teacher training, and educational supplies/equipment.

Credentials/Documentation

Schools must meet all requirements as prescribed in the Foreign Affairs Manual, Volume 2, Section 600. This program is excluded from coverage under OMB Circular No. A-87.

Post and Legal approve school"s eligibility to receive a grant. School applies to A/OPR/OS, which decides the amount and purpose(s) of the grant, prepares the documents and sends them to school/post to execute. School signs and returns copies to post and A/OPR/OS.

Length and Time Phasing of Assistance

Grants are generally 12 - 18 months in length. See the following for information on how assistance is awarded/released: Schools spend funds as outlined in grant and submit receipts to post for payment. Grants are reimbursable.

Post Assistance Requirements

Reports

Annual program report.

No cash reports are required.

An annual progress report is required.

A/OPR/OS has an OMB approved form (DS-2028) that grantees submit to report expenditures.

The form is provided at the time the grant is issued.

Regional Education Officers from A/OPR/OS visit posts/schools to review performance.

There is also regular email dialog between schools, posts and A/OPR/OS on performance matters.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Currently, all A/OPR/OS grants are well below the audit threshold.
