IIP Individual Grants

As authorized by the Smith-Mundt Act, the Bureau of International Information Programs U.S.

Speaker and Specialist Program awards short-term grants to U.S.

experts to present lectures, serve as consultants, or conduct workshops and seminars for professional audiences.

Grantees represent
most disciplines, except English language teaching, and interact with a variety of overseas professional audiences.

Grantees do not teach undergraduate classes or conduct research.

The program applies the intellectual and creative competence of those U.S.

citizens to public diplomacy issues identified by U.S.

missions abroad through the mission performance plan process.

Grantees travel to one or more foreign countries, or participate in an electronic audio or video conference.

Fiscal Year 2010: In 2010, 830 U.S. Speaker and Specialist grants were awarded. Fiscal Year 2011: Approximately 800 U.S. Speaker and Specialist Grants will be awarded in FY-2011. Fiscal Year 2012: Projection not available.

Grants are only available to U. S. citizens.

Grants are used to provide funding for round trip international airfare, honorarium, per diem and other minor allowances.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. The Recipient must comply with the OMB audit requirements. For all DOS awards, regardless of business type, the Recipients are subject to the audit requirements found in OMB audit requirements. In addition, the Recipients are subject to the audit requirements found in the Single Audit Act of 1984, 31 U.S.C. 7501-7507. Getting Out and Staying Out, co-founded by Tony Smith of the VSA Consulting Group, works to reduce recidivism rate among men at Rikers Island, New York City. The recidivism rate significantly dropped from 60-plus percent to under 20 percent, with more than a thousand men over a span of  eight years.
