Ballast Water Treatment Technologies

MARAD will use the projects results and data for a variety of purposes including to further the current efforts that address the curtailment of aquatic invasive species within the Chesapeake Bay and coastal waters throughout the United States as associated with ballast water operations of commercial
shipping.
Examples of Funded Projects

Fiscal Year 2012: During 2012, GSI and MERC conducted six bench-scale tests of promising ballast water treatments, four land-based tests of BWMS, two shipboard tests of BWMS, and five research experiments associated with ballast water.

The GBF upgrades continued, and the facility engaged in Research and Development testing of a single BWMS for most of FY 2012.

Program Accomplishments

Fiscal Year 2012: The USCG established in their ballast water discharge standard final rule requirements that testing facilities must meet to be accepted as Independent Laboratories (ILs) for the purpose of testing ballast water management systems for type approval by the Coast Guard. MARAD"s assistance to facilities has been critically important in facilitating the ability of test organizations to be accepted as ILs (all three of the test facilities that MARAD has funded are associated with one or more ILs). In FY 2012, efforts were focused on upgrades of the facilities to accomplish the more rigorous USCG certification testing. As a result of these efforts, in July 2012, two of the facilities were accepted by the USCG to conduct certification testing of BWMS. Fiscal Year 2013: MARAD has supported the creation and operation of independent ballast water treatment testing facilities. At this time, each of the facilities is able to test technologies in accordance with IMO testing protocols and a number of treatment systems have been tested. Applicant Eligibility

The assistance will be used to support the Evaluation and Verification of Ballast Water Treatment Technologies and other Green Shipping Initiatives.

Applicants must be able to provide technical services, equipment and to support the testing, evaluation, and demonstration of treatment methods, practices, systems and equipment.

Technical efforts will be primarily directed towards the evaluation of the effectiveness of ballast water treatment technologies and systems at shipboard/barge-based and shore side facilities fabricated to simulate the in-tank configuration(s) and flow requirements typical of commercial vessels.

Beneficiary eligibility include State, Public nonprofit institution/organization, other public institution/organization, Private nonprofit institution/organization, and Education Professional.

Applications submitted with Statement of Work and estimated budget costs will be determined in accordance with OMB Circular No. A-122 for Non-Profit and For-Profit Organizations. OMB Circular No. A-87 applies to this program.

Length and Time Phasing of Assistance

Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
