Small Business Teaming Pilot Program

The purpose of this funding opportunity is to provide eligible organizations with financial assistance to fund projects to assist and guide teams of small business concerns through training, counseling, and/or mentoring activities designed to enhance their ability to compete for larger procurement contracts.

The Small Business Administration maintains and strengthens the nation's economy by aiding, counseling, assisting and protecting the interests of small businesses and by helping families and businesses recover from national disasters.

Uses and Use Restrictions

Financial assistance under this Section may be given for projects that respond to requirements outlined in each respective program announcement such as the provision of valuable training, counseling and/or mentoring activities to teams of small businesses or joint ventures populated by small business concerns.

Types of assistance and guidance must address at a minimum: customer relations and outreach, team relations and outreach, and performance measurement and quality assurance.

Recipients of awards made under this program will be expected to help small business concerns find other firms that may be interested in teaming with them, assist small business concerns with the formation and execution of teaming arrangements, aid teams of small business concerns with identifying appropriate larger contracting opportunities, and assist teams of small business concerns with the preparation and submission of bids and offers.

Funds may only be used for the establishment of small business concerns, teaming and joint venture relationships.

Eligibility Requirements

Applicant Eligibility

Private for-profit or private not-for-profit organizations and businesses that have experience dealing with issues relating to small business on a national basis; and demonstrate that it has the capacity to provide assistance to small business concerns.

Beneficiary Eligibility

Small business concerns including, 8(a) program certified firms, HubZone certified firms, service-disabled veteran owned concerns, small businesses small disadvantaged businesses, and women-owned concerns.

Credentials/Documentation

Entities must submit audited financial statements as well as resumes and other documentation as required by Grants.gov and the SBA program office. This program is excluded from coverage under OMB Circular No. A-87.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
