Examples of Funded Projects

In the past, program funds have supported a forestry and wood trades project on the island of Hawaii, an aquaculture (fish growing in ancient, reclaimed ponds) project on the Island of Molokai, a small business ownership project for adults and a mushroom growing project in a high school on the Island of Oahu, community college guidance and counseling throughout the Islands, and an entrepreneurship project for learning disabled and emotionally challenged teenagers have been funded with one grant awarded to ALU LIKE, Inc.

The Department works to supplement and complement educational efforts on all levels, encouraging increased involvement by the public, parents and students.




Program Accomplishments

Native Hawaiian access to high-quality, state-of-the-art career education has improved with the initiation of several entrepreneurship projects (forestry trade, mushroom growing, aquaculture, small business management) related to the changing Hawaiian economy, environmentally-focused projects, and assistance with guidance, counseling and education supplies for collegiate Native Hawaiians.

To provide career and technical education opportunities for Native Hawaiians.

This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under 34 CFR 76.563.

Eligibility Requirements

Applicant Eligibility

Any organization primarily serving and representing Native Hawaiians and recognized by the Governor of Hawaii may apply.

Beneficiary Eligibility

Native Hawaiians will benefit.

Credentials/Documentation

Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments. OMB Circular No. A-21 applies in the case of university grantees and OMB Circular No. A-122 applies to nonprofit grantees.

Preapplication Coordination

The standard application form as furnished by the Department of Education and required by OMB Circular No.

A-102 must be used for this program.

Application Procedures

Applications must be prepared and submitted in accordance with program announcements which are published in the Federal Register. This program is excluded from coverage under OMB Circular No. A-110.

Award Procedures

The Secretary of Education approves the application using the selection criteria in 34 CFR Part 75 and in the Federal Register notice, and after negotiation is completed, the Department of Education Grants Officer sends the Notification of Grant Award to the recipient.

Notice of application deadlines are published in the Federal Register.

Authorization

Carl D. Perkins Career and Technical Education Act of 2006, Title I, Section 116b(h), Public Law 109-270, 20 U.S.C. 2326(h).

Range of Approval/Disapproval Time

Approximately 120 to 150 days after deadline for transmitting applications.

Renewals

Awards are made for 1 year and may be renewed for one additional year, subject to acceptable performance reports and the availability of appropriations.

Formula and Matching Requirements

Length and Time Phasing of Assistance

The total project period may not exceed 2 years. Renewals are subject to the availability of funds and grantee performance.

Reports

Specific reporting requirements are contained in the grant award documents.

Audits

Periodic audits should be made as part of the recipient's systems of financial management and internal control to meet terms and conditions of grants and other agreements.

Records

In accordance with Section 443 of the General Education Provisions Act, grantees must maintain records for 3 years.
