Uses and Use Restrictions
SEAs and LEAs may use funds for a wide variety of activities that facilitate the educational success of homeless children and youth.
Such activities include: tutoring summer enrichment programs, the provision of school supplies, and professional development designed to heighten educators' understanding of and sensitivity to the needs of homeless children and youth.
Services provided with these funds cannot replace the regular academic program and must expand upon or improve services provided as part of the regular academic program.
This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under 34 CFR 76.564-76.569.

Formula and Matching Requirements
Statutory formulas are not applicable to this program. Each State educational agency receives an amount that is proportional to the number of homeless students identified by the State during the 2007-2008 school year relative to the number of such children identified nationally during that school year. SEAs will make subgrants to LEAs on a competitive basis or according to a formula based on the number of homeless students identified by the local educational agencies in the State. MOE requirements are not applicable to this program.
Length and Time Phasing of Assistance
Funds for the Education for Homeless Children program made available under ARRA will be awarded within 60 day after ARRA s enactment into law. Each State will subgrant the funds to local educational agencies no later than 120 days after receiving its grant from the Department. LEAs will have until September 30, 2011, to obligate these funds as provided in section 421(b) of the General Education Provisions Act. States must report an estimate of the number of homeless children and youth in the State and the number being served by this program.
They must also report on the nature and extent of problems relative to access of homeless children and youth to public preschool, elementary, and secondary schools and the difficulties in identifying the special needs of such children.
Grantees under this program should anticipate having to report, at a minimum, at the end of each quarter on the amount of grant funds obligated and expended; all activities for which those funds were obligated and expended; the completion status of those activities; the estimated number of jobs created or retained by the project and those activities; and detailed information on any contracts awarded with grant funds.

Criteria for Selecting Proposals
This is a formula grant program. Under ARRA each SEA is required to award subgrants to LEAs on a competitive basis or through a formula based on the number of homeless children in the LEA within 120 days after receiving its grant from ED.
