Uses and Use Restrictions
1) Pre-doctoral Training in General, Pediatric or Public Health Dentistry, and Dental Hygiene
a.
Funds may be used to plan, develop, and operate, or participate in, an approved professional training program in the field of general dentistry, pediatric dentistry, or public health dentistry for dental or dental hygiene students, dental hygienists, or other approved primary care dental trainees, that emphasizes training for general, pediatric, or public health dentistry.
b.
Funds may be used to provide financial assistance to dental or dental hygiene students, or practicing dental hygienists who are in need thereof, and who are participants in any such training program, and who plan to work in the practice of general, pediatric or public heath dentistry or dental hygiene.
c.
Funds may be used in support of an accredited master s in public health program for dental and dental hygiene students in need of such support.
Note that support is limited to students only.
d.
Funds may be used to meet the costs of projects to establish, maintain, or improve pre-doctoral training in primary care dentistry (general, pediatric, and public health dentistry and dental hygiene) programs.
2) Post-doctoral Training in General, Pediatric and Public Health Dentistry
a.
Funds may be used to plan, develop, and operate, or participate in, an approved professional training program in the fields of general dentistry, pediatric dentistry, or public health dentistry for dental residents, or practicing dentists or other approved primary care dental trainees that emphasizes training for general, pediatric and public health dentistry.
b.
Funds may be used to provide financial assistance to dental residents or practicing dentists who are in need thereof, and who are participants in any such training program, and who plan to work in the practice of general, pediatric or public heath dentistry.
c.
Funds may be used in support of an accredited master s degree in public health program for dental residents in need of such support.
Note that support is limited to residents only.
d.
Funds may be used to meet the costs of projects to establish, maintain, or improve post-doctoral training in primary care dentistry programs.
3) Faculty Development Training in General, Pediatric and Public Health Dentistry and Dental Hygiene
a.
Funds may be used to plan, develop, and operate a program for the training of oral health care providers who plan to teach in general, pediatric, public health dentistry, or dental hygiene.
b.
Funds may be used to provide financial assistance in the form of traineeships and fellowships to dentists who plan to teach or are teaching in general, pediatric, or public health dentistry.
c.
Funds may be used to meet the costs of projects to establish, maintain, or improve dental faculty development programs.
4) Dental Faculty Loan Repayment
a.
Funds may be used to plan, develop, and operate a dental faculty loan repayment program for faculty engaged in primary care dentistry to include general dentistry, pediatric dentistry, public health dentistry, and dental hygiene.
b.
Individuals participating in the program must agree to serve as full-time faculty members.
c.
The program must agree to pay the principal and interest on the outstanding student loans of the individuals.
Upon completion by an individual of each of the first, second, third, fourth, and fifth years of service, the program shall pay an amount equal to 10, 15, 20, 25, and 30 percent, respectively, of the individual s student loan balance as calculated based on principal and interest owed at the initiation of the agreement.
This program has a statutory formula only for the Dental Faculty Loan repayment program:
Grants may not be used for new construction or patient services.
One hundred percent of discretionary funding goes to grant activities.
Eligibility Requirements
Applicant Eligibility
Eligible applicants are accredited dental or dental hygiene schools, public or private not-for-profit hospitals, or other pubic or not for profit entities, which the Secretary has determined is capable of carrying out such a grant or contract.
Eligible entities may partner with schools of public health for the education of dental students, residents or dental hygiene students for a master s in public health in an accredited program.
Training activities must be conducted by an accredited entity; therefore, either the applicant or a partner organization responsible for the dental or dental hygiene training must be accredited.
Beneficiary Eligibility
Accredited dental or dental hygiene schools, public or private not-for-profit hospitals, or other pubic or not for profit entities.
Beneficiaries include also a full range of trainees: dental or dental hygiene students, dental hygienists, dental residents, practicing dentists, and dental faculty.

All qualified applications will be forwarded to an objective review committee. Length and Time Phasing of Assistance
Project periods for grants are five years with annual budget periods. Applicants must submit one-year budgets for each of the five project period years at the time of application. See the following for information on how assistance is awarded/released: Grantee drawdown funds, as necessary, from the Payment Management System (PMS). PMS is the centralized web based payment system for HHS awards.
Post Assistance Requirements
Reports
The awardee will be required to submit annual performance and progress reports as well as status-federal financial reports (see below for general information on each required report).
The awardee must submit a quarterly electronic Federal Financial Report (FFR) Cash Transaction Report via the Payment Management System within 30 days of the end of each calendar quarter.
A Federal Financial Report (SF-425) is required within 90 days of the end of each budget period.
A final report is due within 90 days after the project period ends.
If applicable, the awardee must submit a Tangible Personal Property Report (SF-428) and any related forms within 90 days after the project period ends.
New awards ("Type 1") issued under this funding opportunity announcement are subject to the reporting requirements of the Federal Funding Accountability and Transparency Act (FFATA) of 2006 (Pub.

Records
Grantees are required to maintain grant accounting records three years after the date they submit the FSR. If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the three-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular three-year period, whichever is later.

Criteria for Selecting Proposals
Procedures for assessing the technical merit of grant applications have been instituted to provide an objective review of applications and to assist the applicant in understanding the standards against which each application will be judged. Critical indicators have been developed for each review criterion to assist the applicant in presenting pertinent information related to that criterion and to provide the reviewer with a standard for evaluation. Competing applications are reviewed by nonfederal reviewers for technical merit recommendations.
