Uses and Use Restrictions
Funds are to support CER Data Infrastructure activities or investments that develop, build, or maintain data, information systems, or tools to support CER research and analysis.
These investments could also include data linkages to administrative databases and registries, operational and administrative support, including scientific and technical personnel.
None of the funds appropriated or otherwise made available in ARRA may be used by any State or local government, or any private entity, for any casino or other gambling establishment, aquarium, zoo, golf course, or swimming pool.

CHARN: Health Center Consortia, such as a health center as defined and funded under Section 330 of the Public Health Service (PHS) Act, as amended (42 U.S.C.
254b), applying on behalf of a managed care Network or plan, that has received Federal grants under subsection 330(e)(1)(A) for at least the two consecutive preceding years; or a health center as defined and funded under Section 330 of the Public Health Service (PHS) Act, as amended (42 U.S.C.§ 254b), applying on behalf of a Practice Management Network.
Applicants must have a formal relationship with an academic research institution, through mechanisms such as MOU, MOA, etc.
CHARN CDMCC: Academic research institutions, such as public or nonprofit universities, laboratories, hospitals, and other public or private institutions.
Beneficiary Eligibility
The beneficiaries of this support are going to be the funded entities themselves, such as the health center consortia or health center controlled networks; the collaborating institutions that are the Affiliates of the funded entities, such as academic institutions and other research organizations; and, ultimately, the patient populations that are served by the funded entities.

Length and Time Phasing of Assistance
The assistance is available for no more than 3 years. ARRA restrictions require that money awarded must be spent by the end of the third year of the project, no later than September 30, 2013. In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Successful applicants must comply with audit requirements of OMB Circular A-133, "Audits of States, Local Governments, and Non-Profit Organizations." Recipients agree to separately identify the expenditures for each grant award funded under ARRA on the Schedule of Expenditures of Federal Awards (SEFA) and the Data Collection Form (SF-SAC).
Records
Grantees are required to maintain grant accounting records 3 years after the date they submit the Federal Financial Report (FFR). If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.
