Applicants should review the individual HRSA Guidance documents issued under this CFDA program for any required proof or certifications which must be submitted prior to or simultaneous with submission of an application package. The Governor must certify that: (1) the new health center is critical for the greater access to care in the State; (2) the new health center is essential for the continued viability of the medical and dental school and its academic health center; (3) the Federal support is up to 40 percent of the total cost of the project; and (4) the State has an established funding mechanism to provide the remaining funds to complete the project. Application Procedures

Length and Time Phasing of Assistance
Grantee will be given 5 years to complete the project and drawdown the funds from the Payment Management System (PMS). See the following for information on how assistance is awarded/released: Grantee will drawdown funds, as necessary, from the Payment Management System (PMS). PMS is the centralized web based payment system for HHS awards.

Grantee must submit quarterly progress and financial reports on the status of the project.

Audits

Records
Grantees are required to maintain grant accounting records 3 years after the date they submit the FFR. If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.
