Affordable Care Act (ACA) State Health Care Workforce Development Grants

The primary focus of this program is to address health workforce shortages within each State and nationally.

Of secondary importance but essential in order to develop viable Statewide plans and identify key shortage areas, is the need to support the development of uniform data collection across
States on licensed health professionals.

This uniform data collection will be used to develop baseline numbers on the current supply of the health care workforce in order to evaluate the impact and success of this program.

Efforts to develop and implement State health care workforce plans across State and Federal organizations (including the Departments of Health and Human Services, Labor, and Education) should result in increases in the number of health care providers available to address the nation s health care needs.

Program Accomplishments

Fiscal Year 2009: No Current Data Available Fiscal Year 2010: Newly created program in FY 2010. Approximately $8,000,000 is expected to be available to fund approximately 30 new State Planning Grants. Uses and Use Restrictions

Funds may only be used to for the purposes of enabling (1) State partnerships to complete comprehensive health care workforce development planning and (2) to implement those plans or carry out activities as defined by the State application in order to address current and projected workforce demands within the State.

Applicants may not receive both a planning and an implementation award.

100% of the funds are to be competitively awarded in the form of discretionary grants.

Eligibility Requirements

Applicant Eligibility

Planning Grant Eligibility -- To be eligible to receive a planning grant, a State must have an eligible partnership.

An eligible partnership is a State Workforce Investment Board, that includes or modifies the members to include at least one representative from each of the following: health care employer, labor organization, a public 2-year institution of higher education, a public 4-year institution of higher education, the recognized State federation of labor, the State public secondary education agency, the State P-16 or P-20 Council (statewide assemblies of education, business, and community leaders charged with developing strategies to better coordinate, integrate, and improve education for preschool through college students), if such a council exists, and a philanthropic organization that is actively engaged in providing learning, mentoring, and work opportunities to recruit, educate, and train individuals for, and retain individuals in, careers in health care and related industries.

Implementation Grants Eligibility.-To be eligible for an implementation grant, a State partnership (including the members stated above) shall have-(1) received a planning grant as specified under subsection (c) of Section 5102, P.L.

111-148 and completed all requirements of such grant; or (2) completed a satisfactory application, including a plan to coordinate with required partners and complete the required activities during the two year period of the implementation grant.

Beneficiary Eligibility

Those who will ultimately benefit from these grants are the local, rural, State, and Federal legislators and policy makers who will receive the information needed with which to make health workforce decisions.

Applicants should review the individual HRSA funding opportunity announcement issued under this CFDA program for any required proof or certifications which must be submitted prior to or simultaneous with submission of an application package. OMB Circular No. A-87 applies to this program.

Award Procedures

All qualified applications will be forwarded to an objective review committee. Based on the advice of the objective review committee, the HRSA program official with delegated authority is responsible for final selection and funding decisions.
Notification is made in writing by a Notice of Award.

Formula and Matching Requirements

Statutory Formula: Planning Grants Match -- Each State partnership receiving a planning grant shall provide an amount, in cash or in kind, that is not less that 15 percent of the amount of the grant, to carry out the activities supported by the grant. The matching requirement may be provided from funds available under other Federal, State, local or private sources to carry out the activities. Implementation Grants Match -- Each State partnership receiving an implementation grant shall provide an amount, in cash or in kind that is not less than 25 percent of the amount of the grant, to carry out the activities supported by the grant. The matching funds may be provided from funds available from other Federal, State, local, or private sources to carry out such activities.
This program has no matching requirements.
This program does not have MOE requirements. Refer to the funding opportunity announcement specific award amounts. There are no additional requirements.

Length and Time Phasing of Assistance

Planning grants will be awarded for a period of one year. Implementation grants will be awarded for a period of two years, except in those cases where the Health Resources and Services Administration (HRSA) determines that the grantee is high performing and the activities supported by the grant warrant up to 1 additional year of funding. See the following for information on how assistance is awarded/released: Grantee drawdown funds, as necessary, from the Payment Management System (PMS). PMS is the centralized web based payment system for HHS awards.

A Progress Report must be submitted annually.

A financial status report must be submitted within 90 days after the end of each budget period.

Final progress and financial reports must be submitted within 90 days after the end of the project period.

Submit a quarterly electronic Federal Financial Report (FFR) Cash Transaction Report via the Payment Management System.

The report identifies cash expenditures against the authorized funds for the grant.

The FFR Cash Transaction Reports must be filed within 30 days of the end of each quarter.

Failure to submit the report may result in the inability to access award funds.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records

Grantees are required to maintain grant accounting records 3 years after the date they submit the Federal Financial Report (FFR). If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.
