Uses and Use Restrictions
Funds are to be distributed, through a competitive application process, to accredited physician assistant training programs and may only be used to provide stipend support to physician assistant students.
Restricted Uses:
Applicants may request support for only one physician assistants program.
Funds may only be distributed to accredited physician assistant training programs.
Program funding may only be used to support the cost of physician assistant stipends.
Personnel, staffing, fringe benefits, consultant cost, travel, equipment, supplies, subcontracts and other items are strictly prohibited under this grant award.
Eligibility Requirements
Applicant Eligibility
Eligible applicants include public or nonprofit academically affiliated physician assistant training programs that have as their objective, the education of individuals who, upon graduation of their studies in the program, will be qualified to provide primary care medical services with the supervision of a physician.

Project participants (students) must be U.S. Citizens, non-citizen nationals, or foreign nationals who possess visas permitting permanent residence in the United States. Individuals on temporary student visas are not eligible.

This report entitled, "BHPr Progress Report," has two parts.
The first part demonstrates grantee progress on program-specific goals.
The second part collects core performance measurement data to measure the Bureau s progress through its grantees in: (1) improving the distribution, diversity, and quality of the healthcare workforce, (2) improving the educational environment infrastructure, and (3) increasing students selection of primary care education.
Progress reports are generally due in August each year and must be submitted on-line by grantees in the Electronic Handbooks system at https://grants.hrsa.gov/webexternal/home.asp.

Submit a quarterly electronic Federal Financial Report (FFR) Cash Transaction Report via the Payment Management System.
The report identifies cash expenditures against the authorized funds for the grant.

Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records
Grantees are required to maintain grant accounting records 3 years after the date they submit the Federal Financial Report (FFR). If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.

Criteria for Selecting Proposals
Approval of an application will be based on an analysis of the factors set forth in the application. See the section on Application Review in the funding opportunity announcement. The program has a funding preference for those programs with a community health center as a major participating site and it has a funding priority for programs with significant community-based clinical rotation(s). HRSA is placing an emphasis on program evaluation and prefers to fund applicants with processes in place to assess the impact and outcome of the program.
