Nonprofit Capacity Building

The Nonprofit Capacity Building Program will make grants to intermediary organizations to support the provision of organizational development assistance - including training on best practices, financial planning, grant writing, and compliance with applicable tax laws - to small and mid-size nonprofit
organizations, particularly those facing resource hardship challenges.

The Corporation for National and Community Service is the nation's largest grant-maker supporting service and volunteering. Through Senior Corps, AmeriCorps and Learn and Serve America programs, the Corporation is a catalyst for change and offers every American a chance to contribute through service and volunteering.

Aplication and Award Process

Preapplication Coordination

Preapplication coordination is required.

Environmental impact information is not required for this program.

This program is eligible for coverage under E.O.

12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Award Procedures

To be eligible to receive a grant under this section, an intermediary nonprofit organization shall submit an application to the Corporation at such time, in such manner, and containing such information as the Corporation may require. The intermediary nonprofit organization shall submit in the application information demonstrating that the organization has secured sufficient resources to meet the funding requirements.

Assistance Considerations

Formula and Matching Requirements

This program has no statutory formula.
Matching Requirements: Percent: 50.%. The Federal share of the cost shall be 50 percent and the non-Federal share of the cost shall be 50 percent and shall be provided in cash. The intermediary nonprofit grantee shall provide the non-Federal share of the cost through contributions from third parties. The third parties may include charitable grantmaking entities and grantmaking vehicles within existing organizations, entities of corporate philanthropy, corporations, individual donors, and regional, State, or local government agencies, or other non-Federal sources. However, if the intermediary nonprofit grantee is a private foundation (as defined in section 509(a) of the Internal Revenue Code of 1986), a donor advised fund (as defined in section 4966(d)(2) of such Code), an organization which is described in section 4966(d)(4)(A)(i) of such Code, or an organization which is described in section 4966(d)(4)(B) of such Code, the grantee shall provide the non-Federal share from within that grantee"s own funds.
This program does not have MOE requirements.

Post Assistance Requirements

Reports

No program reports are required.

HHS Payment Management System collects quarterly cash transaction reports on behalf of the Corporation for National & Community Service.

Progress reports via eGrants, the Corporation"s online grants application system are required.

Federal Financial Status Reports are required as specified in the grant award provisions.

Program officers will conduct site visits and, in some cases, the Inspector General"s office may conduct additional visits to grantees.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

The recidivism rate significantly dropped from 60-plus percent to under 20 percent, with more than a thousand men over a span of  eight years.
