Funds are used to conduct a project that will lead to positive transformative change in a community.
You are encouraged to work with local partners including public agencies or private nonprofit organizations, including faith-based and other community organizations; institutions of higher education; other government entities; labor organizations; other partnerships and consortia; and other national service programs (AmeriCorps, Senior Corps, Social Innovation Fund, Volunteer Generation Fund) in your community.
A government applicant may enlist a community partner to serve as fiscal agent.
All funding is discretionary.

CNCS encourages organizations that have never received funding from CNCS or AmeriCorps to apply.
Organizations that have been convicted of a Federal crime are disqualified from receiving the assistance described in this Notice.
Pursuant to the Lobbying Disclosure Act of 1995, an organization described in Section 501 (c)(4) of the Internal Revenue code of 1986, 26 U.S.C.
§ 501 (c)(4), that engages in lobbying activities is not eligible to apply.

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
