Drug Court Training and Technical Assistance

The Administration supports a combined public health and public safety approach to reducing drug use and its consequences.

Three facts guide our drug policy: (1) addiction is a disease that can be treated; (2) people can recover; and, (3) we cannot arrest our way out of the drug problem.

Innovative
new interventions are needed to fairly and effectively address substance abuse and drug-related crime.

The National Drug Control Strategy views drug addiction as a disease, and promotes an improved criminal justice system to help break the cycle of drug use, crime, incarceration, and recidivism.

The Office of National drug Control Policy (ONDCP) will award one or more Federal grants to establish training, technical assistance, and other resources to advance the drug court field and to improve the criminal justice system s practices and effectiveness in addressing substance abusing offenders.

  1. Evidence-based Interventions and Systemic Implementation
  2. Behavioral Management and Science of Addiction
  3. Current and Emerging Issues Facing Drug Courts.

Eligibility Requirements

Applicant Eligibility

Organizations with expert knowledge of drug courts and extensive experience in brokering and developing training and technical assistance for drug court professionals are eligible.

The trainings and technical assistance will require organizations with relevant subject matter expertise and extensive experience in developing and providing training and technical assistance for a variety of disciplines (e.g.

judges, prosecutors, public defenders, defense counsel, probation and parole officers, law enforcement officers, law enforcement executives, court administrators, and treatment providers).

Applicants can partner with other entities to achieve required expertise.

The grant will be available for 12 months, with extensions possible. Method of awarding/releasing assistance: lump sum.

Post Assistance Requirements

Reports

Program report required every 6 months and final report to be submitted within 90 days.

They should include information on the trainings, technical assistance and information developed, conducted and delivered during the reporting period.

Including number of trainings provided, what information has been developed, what type of technical assistance was provided, how many participants received training, and how many entities received technical assistance.

Program reports should also include information on performance measures outlined below.

Federal Financial Report required quarterly and final report to be submitted within 90 days.

Successful applicants must provide data that measure the results of their work.

Report will include measures of adhering to project timelines, meeting deliverables schedules, obtaining input from customers, and seeking feedback from stakeholders.

Applicants must describe any baseline data that will be used, the method to store data, and any safeguards put in place to protect personally identifiable information.

Reports are due every 6 months.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Grantee must keep complete records on the disposition of funds, and records related to the grant must be retained for 3 years.

Applications that meet basic minimum requirements will be evaluated, scored and rated based on the following criteria: statement of the problem, program design and implementation, capabilities and competencies, performance measure data collection plan, budget, and budget narrative.
