The United States Agency for International Development (USAID), on the other hand, is the country's primary agency responsible for administering civilian foreign aid. The USAID works primarily in relief consolidation initiatives by establishing grant projects that are aimed towards funding and boosting post-disaster activities throughout the world.

Consequently, the USAID also seeks to work towards disaster prevention by establishing grant programs such as the “Good Practices” Manual Providing Guidance for Reducing the Risk of Floods Using Natural-Resource Based Techniques Program, which mainly intends to introduce the practice and the science of using natural methods of flood mitigation on a community or municipality level.

The US Government also has the HHS, or the United States Department of Health and Human Services, which is massively answerable for protecting the health of the American people by providing human services and grant projects such as the Strengthening Emergency Care Delivery in the United States Healthcare System through Health Information and Promotion Program.

The grant program, one of the many programs from the HHS, was established to enable grantees to enter into a cooperative agreement with Project Hope organizers (the publisher of Health Affairs) to hopefully come up with an issue that will identify, explore and propose policy options for developing, strengthening and preparing a regionalized, accountable and coordinated system of emergency care.
