In addition, the EPA also anticipates to enter into one Cooperative Agreement with an eligible applicant, pending the availability of funds and the evaluation of the quality of proposals received.

All interested applicants are required to submit their applications electronically to the Grants.gov website. Deadline of such submission should be on or before November 4, 2011.

Interested applicants are deemed eligible to apply if they are/belong to any of the following:

a) US states and local governments

b) States and local governments belonging to US territories and its possessions

c) public and private colleges, universities

d) hospitals

e) laboratories

f) public and private nonprofit institutions

The US Environmental Protection Agency is the mother agency providing funds to the OITA. It is the nation's principal agency responsible for protecting human health and the environment. The EPA has been constantly working towards a cleaner and healthier environment for the America people since the year 1970.

The reduction of black carbon in the Russian Arctic region is essential to the OITA and the EPA because it is very much in keeping with their joint mission to keep the environment safe, healthy and clean.
