Community Safety Grants - FY 2019

The purpose of this grant is to enhance communities capability to respond to hazardous materials incidents and to assist in ensuring that state and local enforcement personnel are adequately trained in the Hazardous Materials Regulations.

Statute and Program Authority The Fixing America's


Surface Transportation (FAST) Act, (P.L.

114-94, codified at 49 U.S.C.

§ 5107(i)) authorizes PHMSA's Community Safety grant program.

PHMSA, through this competitive grant opportunity, is requesting applications from nonprofit organizations to (1) conduct national outreach and training programs to assist communities in preparing for and responding to accidents and incidents involving the transportation of hazardous materials, including Class 3 flammable liquids by rail; and (2) to train state and local personnel responsible for enforcing the safe transportation of hazardous materials, including Class 3 flammable liquids.
