FY19 HMEP Grants - States & Territories

The Pipeline and Hazardous Materials Safety Administration (PHMSA), through the U. S. Department of Transportation (DOT), requests applications from States and Territories to provide assistance to public sector employees for training and planning for emergency response in transportation.

The purpose


of the Hazardous Materials Emergency Preparedness (HMEP) grant program is to increase State, Territorial, Tribal, and local effectiveness in safely and efficiently handling hazardous materials incidents, enhance implementation of the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA), and encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations.

As cited in 42 CFR Part 51a.333(a), any public or private entity, including an India tribe or tribal organization, faith based and community based organization (as those terms are defined at 25 USC 450b), is eligible to apply.

Special consideration will be given to those entities that have a demonstrated record of representing the national interest of urban maternal and child health officials.
