Advancing Respect for Human Rights in Cuba

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement(s) from qualified entities to implement the Advancing Respect for Human Rights in Cuba program.

This Notice of Funding Opportunity (NOFO) invites all qualified organizations and entities


to identify and suggest ways we can work together to address key challenges in Cuba that are aligned with the United States Government’s foreign assistance objectives.

The overarching goal of this NOFO is to fund activities that expand and amplify internationally recognized civil, political, religious, labor, and other rights in Cuba as set forth in the Universal Declaration of Human Rights and other internationally recognized agreements.

The U. S. Government seeks to promote a stable, prosperous, and free country for the Cuban people.Consistent with the Administration’s goal of supporting the Cuban people, including their political and economic well-being, the overall objective of this program is to advance Cuban human rights through:
1) support for Cuban political prisoners, persecuted individuals, and their family members; and 2) greater access to factual information on democracy, human rights and the experiences and challenges of the Cuban people.USAID intends to make an award to the applicant(s) that best meets the objectives of this funding opportunity based on the merit review criteria described in this Notice of Funding Opportunity (NOFO) subject to a risk assessment.
