Local Empowerment And Resilience Network (LEARN) Activity

The United States Agency for International Development (USAID/Burma) is seeking applications for a Cooperative Agreement from qualified US and non-US organizations to implement the Local Empowerment And Resilience Network (LEARN) Activity in which USAID seeks to provide up to $30,000,000 in total USAID


funding over a period of up to 5-years.

The purpose of this Activity is to empower citizens and communities in Burma to develop and strengthen collaboration between civil society, ethnic service providers, and local administration/community-established governance structures to increase local agency, encourage social cohesion, and meet community needs.

Eligibility for this award is not restricted.

DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.

DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
