Eligible applicants are limited to national, regional, state, or local public and private entities, including for-profit and non-profit organizations (including tribal nonprofit or for-profit organizations), faith-based and community organizations, institutions of higher education (including tribal institutions of higher educations), and units of local government.

The focus of this grant announcement is to reach law enforcement and communities nationwide, so applicants must propose projects that deliver activities nationwide.

For-profit organizations must agree to forgo any profit or management fee.
