Multi-Regional Mechanism for Accelerating and Sustaining Epidemic Control in the Republic of Uganda through the President’s Emergency Plan for AIDS Relief (PEPFAR)

CDC anticipates an Approximate Total Fiscal Year Funding amount of $160,000,000 for Year 1, subject to the availability of funds.

For this NOFO, applicants are strongly encouraged to apply to the Average One Year Award Amount/Approximate Average


Award amount of $32,000,000 instead of applying to the full $160,000,000 Approximate Total Fiscal Year Funding amount for Year 1. Applicants should develop a proposal to spend up to $32,000,000 carrying out activities in one or more of the following regions in Uganda:
Fort Portal, Kampala, Masaka, Mubende, or Soroti.

Exact funding amounts and the geographic scope for each award under this NOFO will be determined at the time of award.

This NOFO supports comprehensive HIV, TB, and related prevention, care, and treatment program implementation to achieve and maintain control of the HIV epidemic and other infectious and non-infectious diseases in Fort Portal, Kampala, Masaka, Mubende, and Soroti regions.

Under a sustainability framework, recipient(s) are expected to work with the Ministry of Health (MOH) to strengthen the capacity of regional referral hospitals (RRHs), districts, facilities, and communities to improve person-centered health service delivery.

Activities include health systems strengthening, support supervision, and continuous quality improvement (CQI) in multiple technical areas, including HIV case finding (especially among men, young people, and key populations [KPs]); HIV care and treatment (including advanced HIV disease management [AHD]); elimination of mother-to-child HIV transmission; other biomedical and socio-behavioral HIV prevention programs; TB prevention, diagnosis, and treatment; integration of psychosocial support and other services for non-communicable diseases (NCDs) into HIV service delivery; laboratory systems; surveillance (including HIV recency testing); and data science and informatics (including expenditure analysis).

These activities are consistent with the direction set forth in the COP and expected outcomes include improved access, quality, and uptake of HIV services and achievement of UNAIDS 95-95-95 targets.

NERRS lead state agencies or universities designated to receive NERRS operations funding through a Memorandum of Understanding with NOAA in coastal states and territories including the Pacific, Gulf of Mexico, Caribbean, Atlantic Coast and Great Lakes.

Eligible applicants should meet requirements as stated in the NERRS regulations codified at 15 C.F.R.
