Strengthening Scale Up of HIV Prevention, Care and Treatment Programs in South Sudan under the President's Emergency Plan for AIDS Relief (PEPFAR)

CDC anticipates an Approximate Total Fiscal Year Funding amount of $25,000,000 for Year 1, subject to the availability of funds.

The Republic of South Sudan (RSS) is recovering from a civil war and implementing the revitalized peace agreement signed


in 201 8. It is also confronting a generalized HIV epidemic with an HIV prevalence among adults estimated at 2. 1%, an estimated 180,000 people living with HIV (PLHIV).

The country has some of the lowest human development indicators in the world:
weak and dispersed health services, poor roads that impede health care access, and ongoing sporadic conflict.

CDC South Sudan collaborates closely with the Ministry of Health (MOH), Global Fund (GF), and other key partners to implement the HIV/AIDS response programs in the country.

CDC/PEPFAR will assist RSS to reach epidemic control by targeting geographic areas with high HIV prevalence.

CDC South Sudan prioritizes working in collaboration with the MOH, GF, and other stakeholders to implement the following approaches:
i) expand HIV testing services (HTS) through high-yield testing approaches; ii) improve access to antiretroviral treatment (ART) services to the general population (including pregnant and breastfeeding women (PBFW); iii) improve viral load coverage (VLC) and viral load suppression (VLS); and iv) advance the development of sustainable human resources for health in RSS.

This NOFO solicits a combination of capacity building and mentorship for the RSS MOH at the national, state, and county levels as well as through direct service delivery to complement the MOH, GF, and other partner efforts.

NERRS lead state agencies or universities designated to receive NERRS operations funding through a Memorandum of Understanding with NOAA in coastal states and territories including the Pacific, Gulf of Mexico, Caribbean, Atlantic Coast and Great Lakes.

Eligible applicants should meet requirements as stated in the NERRS regulations codified at 15 C.F.R.
