The Government of the Democratic Republic of Congo (GDRC) oversees health implementation activities.
Through its
National AIDS Control Program (Programme National du Lutte contre le Sida -PNLS), GDRC regularly develops a three- year National Strategic Plan (NSP) to address major gaps identified, including data quality and limited use of data.
This NOFO will strengthen the existing national electronic reporting systems, known as the District Health Information Software (DHIS2), National Data Repository (NDR), Viral Load Sample Management System (VLSM), Three Inter-linked Electronic Registers (Tier.Net) and their interoperability.
These systems are used by the government in health zones (HZ) to report program data and are available for use free of charge, and accessible to all implementing partners (IPs) as well as CDC staff.
The recipient will ensure nationwide rollout of those systems, make relevant data available to stakeholders, and enhance DRC’s HIV program data quality, analysis and management.
It will also support epidemiologically appropriate methods to monitor and evaluate program effectiveness on HIV incidence, prevalence, and community-level viral load, and inform prioritization of interventions to maximize impact in three PEPFAR-supported provinces (Kinshasa, Haut-Katanga and Lualaba).
Planned activities include supporting PNLS to develop and implement the National HIV Strategic Information (SI) Plan; and strengthen use of NDR, Tier.Net, DHIS2 and VLSM.
