Counter ISIS Ideologies in Returnee Populations from Northeast Syria

Iraqis returning from northeast Syria (NES) via Al Amal Rehabilitation Center, formerly known as Jeddah-1 or J1, in the coming year are likely to include a larger proportion of individuals who subscribe to some degree of ISIS ideology, including children and adolescents who have grown up in the al Hol

and Roj displaced persons camps.

Administrators at Al Amal, service providers in local communities, and Government of Iraq (GOI) personnel need assistance in developing the necessary skill sets and techniques to effectively identify, prevent, and counter ISIS ideology among returnees from NES to prevent the reemergence of ISIS and mitigate potential attacks on the U. S. homeland and U. S. persons and facilities overseas.
