This program is authorized under Section 1366 of the National Flood Insurance Act of 1968 (NFIA, or “the Act”), 42 USC 4104c, as amended by the National Flood Insurance Reform Act of 1994 (NFIRA), Public Law 103-325, the Bunning-Bereuter-Blumenauer Flood Insurance Reform Act of 2004, Public Law 108-264,

and the Biggert-Waters Flood Insurance Reform Act of 2012, Public Law 112–12 3. The Flood Mitigation Assistance (FMA) grant program is a grant program that provides funding to States, Territories, Tribal entities and communities to assist in their efforts to reduce or eliminate the risk of repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program (NFIP).
