Purpose of Program:
The purpose of the Jacob K.

Javits Gifted and Talented Students Education (Javits) program is to carry out a coordinated program of scientifically based research, demonstration projects, innovative strategies, and similar activities designed to build and enhance the ability of elementary and secondary schools nationwide to meet the special educational needs of gifted and talented students.

Additional Information of Eligibility:
Eligible Applicants: State educational agencies (SEAs), local educational agencies (LEAs), institutions of higher education, other public agencies, and other private agencies and organizations, including Indian tribes and Indian organizations as defined in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C.

4506), and Native Hawaiian organizations.

Native Hawaiian organizations are defined as Native Hawaiian educational organizations; Native Hawaiian community-based organizations; and institutions with experience in developing or operating Native Hawaiian programs or programs of instruction in the Native Hawaiian language; and consortia of the previously mentioned organizations, agencies, and institutions.
