FY 2023 Distressed Area Recompete Pilot Program Phase 2

Only applicants that EDA approved a Recompete Plan in Phase 1 will be permitted to apply to Phase 2. Subject to the availability of funds, awards made under this NOFO will seek to alleviate persistent economic distress and support long-term comprehensive economic development and job creation, in places

with a high prime-age (25 to 54 years) employment gap.

Through this NOFO, EDA expects to award implementation funds to 4-8 Finalists, which will include selecting approximately 3-8 projects within each.

Implementation grants can support a wide range of non-construction and construction activities that aim to increase regional capacity across the following four broad categories:
workforce development; business and entrepreneur development; infrastructure; and additional planning, predevelopment, or technical assistance.Eligible Applicants:
Pursuant to section 29(c) of the Stevenson-Wydler Technology Innovation Act of 1980 (15 U.S.C.

§ 3722b(j)(2) and (j)(7)), eligible applicants under this NOFO include:
(i) a unit of local government; (ii) the District of Columbia; (iii) a territory of the United States; (iv) a Tribal government; (v) political subdivisions of a State or other entity, including a special-purpose entity engaged in economic development activities; (vi) a public entity or nonprofit organization, acting in cooperation with the officials of a political subdivision of a State or other entity described in (v); (vii) an economic development district; and (viii) a coalition of any of the above entities that serve or are contained within an eligible geographic area.
