The United States Environmental Protection Agency (US EPA) Region 5 is soliciting proposals for the CFDA 6 6. 463 Water Quality Cooperative Agreements program under Section 104(b)(3) of the Clean Water Act for projects

in Region 5, specifically Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin.

These funds may be used to conduct and promote the coordination and acceleration of investigations, training, demonstrations, surveys and studies relating to the causes, effects, extent, prevention, reduction and elimination of water pollution.

The purpose of this assistance program is to provide funding for unique and innovative projects that address the requirements of the National Pollutant Discharge Elimination Systems (NPDES) Permits Program.

Specifically, we are seeking unique and innovative proposals for projects to be conducted in Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin that will advance NPDES program strategies to:
decrease costs for wastewater treatment through asset management and energy efficiency; using green infrastructure to control storm water and reduce impacts of wet weather flows; create incentives for projects that include sustainable infrastructure elements; and increase public awareness of the full cost of operating and maintaining wastewater treatment systems.

These priorities and example projects are further defined below.
