Family Unification Program

FUP is a program under which vouchers are provided to families for whom the lack of adequate housing is a primary factor in the imminent placement of the family's child, or children, in out-of-home care; or the delay in the discharge of the child, or children, to the family from out-of-home care.

Youths at least 18 years old and not more than 21 years old (have not reached their 22nd birthday) who left foster care at age 16 or older and who do not have adequate housing are also eligible to receive housing assistance under the FUP.

As required by statute, a FUP voucher issued to such a youth may only be used to provide housing assistance for the youth for a maximum of 18 months.

There is no statutory limitation on the time a family may receive housing assistance under the program.

Additional Information of Eligibility:
Only PHAs that have an existing ACC with HUD for HCVs are eligible to apply for funding under this announcement.

Eligible PHAs must have demonstrated experience with FUP or similar programs and resources for supportive services, which shall be verified by an executed Memorandum of Understanding (MOU) between the PHA and the PCWA in accordance with Section III.C.1.b.5 of this NOFA.
