The CoC Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house the homeless while minimizing the trauma and dislocation caused by homelessness;
to promote access to and effective utilization of mainstream programs by the homeless; and to optimize self-sufficiency among those experiencing homelessness.

Eligible Project Applicants.
(24 CFR 578.15) Eligible project applicants for the CoC Program Competition are nonprofit organizations, States, local governments, and instrumentalities of State and local governments, and public housing agencies, as such term is defined in 24 CFR 5.100, without limitation or exclusion.
For-profit entities are not eligible to apply for grants or to be subrecipients of grant funds.
B.
Renewal Projects.
Awards made under the CoC Program, SHP, and S+C programs are eligible for renewal for FY 2014 funds if they are currently in operation and have a signed grant agreement with HUD which will expire during Calendar Year (CY) 2015 (the period from January 1, 2015 through December 31, 2015).
