Only PHAs that already administer Housing Choice Vouchers are eligible to apply.

Indian housing authorities (IHAs) are not eligible because they do not administer Housing Choice Vouchers.

Non-profits that already administer Mainstream voucher assistance are considered PHAs for the purpose of administering this assistance.

Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
