Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Program: Regional Performance and Innovation Consortium (RPIC)

The Office of Community Services (OCS) within the Administration for Children and Families (ACF) announces that funds will be available for a cooperative agreement for the Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Program:
Regional Performance and Innovation Consortium


(RPIC).

This cooperative agreement will continue to support an ongoing State, Regional, and National T/TA Strategy for collaboration, capacity-building, and exemplary practice in the CSBG program and among State Community Action Agency Associations, also referred to as State Associations.

OCS will fund 11 Regional Performance and Innovation Consortia (RPIs) to serve as regional focal points to lead in the enhancement of a comprehensive and integrated system of T/TA activities among State Associations.

The central mission will be to ensure that all CSBG-eligible entities are able to meet organizational performance standards and State accountability measures as well as utilize evidence-informed service approaches to address the identified needs of low-income people in communities.

In partnership with State CSBG agencies, RPIs will also support a state-by-state assessment of available T/TA resources and assist each State with developing an annual T/TA strategy for CSBG with an emphasis on compliance with organizational standards, State accountability measures, and performance management systems.

RPIs will institute a regional approach for T/TA coordination and information dissemination for related national technical assistance efforts supported by OCS.

Additional Information of Eligibility:
As prescribed by Section 678A(c)(2) of the CSBG Act (42 U.S.C.

§ 9913(c)(2)), eligible applicants are CSBG-eligible entities, or statewide or local organizations or associations, with demonstrated expertise in providing training to individuals and organizations on methods of effectively addressing the needs of low-income families and communities.

For purposes of this funding opportunity, the well-defined geographic areas will align with established ACF regions (Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Program: Regional Performance and Innovation Consortia, Administration for Children and Familes (ACF) Regions, and the ACF Regional Map at http://www.acf.hhs.gov/programs/oro).

With the exception of ACF Region IV, funding will be limited to one award per region.

In Region IV, awards will be made for two separate service areas (one award will be made to serve Florida, Georgia, Alabama, and Mississippi, and a separate award will be made to serve South Carolina, North Carolina, Tennessee and Kentucky).

The applicant organization must be physically located in the ACF region or service area they propose to serve and describe this service area as part of its application.

A single applicant organization will serve as the grantee within each region or service area.

However, eligible applicants in each region may coordinate efforts and apply as consortia.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
