Supporting Interstate Placement through Electronic Systems

This funding opportunity announcement (FOA) will provide grants to states for the development and refinement of an electronic case-processing system to expedite interstate placements of children in foster, guardianship, or adoptive homes in conjunction with the National Electronic Interstate Compact

Enterprise (NEICE) project.

The NEICE project allows state-to-state transfer of data on children who need placements across state lines as part of the Interstate Compact on the Placement of Children (ICPC).

Through the NEICE, states have experienced shorter ICPC case processing times and lower copying and mailing expenses; improved communication about and tracking of cases within and between states; improved data integrity and accuracy; and improved ability to comply with ICPC requirements.

Under this FOA, states may apply for funds to develop an electronic exchange through the NEICE, make refinements to the system they have already established through the NEICE, and/or provide for the on-going operating fees associated with the NEICE.

This project is for one 36-month project period.
